North Carolina CMC retires after 30 years of service Master Chief Petty Officer Everett Baxter, former reserve command master chief at Sector North Carolina, accepts the flag as part of his retirement/change of watch ceremony. Baxter's retirement ceremony was held shortly after the change of watch, Sept. 9, aboard the battleship North Carolina in Wilmington, N.C.
